The National Environmental Policy Act (NEPA) is a federal regulation for the protection of the environment, and it mandates that federal agencies use a systematic, interdisciplinary approach to ensure that the potential impacts of federal actions on the environment are considered during the decision making process. The NEPA process is intended to provide decision makers and stakeholders with the information they need to understand potential environmental impacts of proposed actions.
NEPA is intended to be incorporated in the early stages of the decision making process to ensure that planning and decisions reflect environmental values, to avoid delays later in the process, and minimize potential impacts to the natural and human environment. NEPA documents are intended to concentrate on issues that are truly significant to the action in question, rather than amassing needless detail.
NEPA procedures ensure that environmental information is available to public officials and citizens before decisions are made, and before actions are taken. The Army's NEPA regulation, 32 CFR Part 651, requires a 30-day public review period for Environmental Assessments and a 45-day review period for Environmental Impact Statements. In addition to making documents available for review at designated repositories, such as local library branches, the Army encourages the use of the internet to increase the public's ability to access documents during the comment period.
Vernadero Group, Incorporated is a consulting firm that specializes in the US Army Environmental program, including preparation of NEPA and other environmental documents. This website has been established to assist the Army in making NEPA documents prepared by Vernadero Group available for public review. NEPA documents posted to this website have been advertised in a Notice of Availability published in the local newspaper for the proposed project area. The documents will remain available for public download during the designated comment period.

EA/FNSIPublic comments are being requested in accordance with the National Environmental Policy Act (NEPA), the President's Council on Environmental Quality NEPA Regulations (40 Code of Federal Regulations [CFR] Parts 1500-1508), and 32 CFR 989, Environmental Impact Analysis Process (EIAP). The EIAP provides an opportunity for public input on Air Force decision making, allows the public to offer inputs on alternative ways for the Air Force to accomplish what it is proposing, and solicits comments on the Air Force's analysis of environmental effects. Public commenting allows the Air Force to make better-informed decisions. Letters or other written or oral comments provided may be published in the EIS. As required by law, comments provided will be addressed in the EIS and made available to the public. Providing personal information is voluntary. Any personal information provided will be used only to identify your desire to make a statement during the public comment portion of any public meetings or hearings or to fulfill requests for copies of the EIS or associated documents. Private addresses will be compiled to develop a mailing list for those requesting copies of the EIS; however, only the names of the individuals making comments and specific comments will be disclosed. Personal home addresses and phone numbers will not be published in the EIS.
